Public buyers are legally required to post competitively, but they post in their own places: a city runs its own portal, a school board runs another, the province and the federal government run their own again. Ontario's Broader Public Sector Procurement Directive sets the thresholds at which a public body must go to open competition, and CanadaBuys is the federal government's own tender service. Nothing gathers them for you. SIGNAL reads 270 of those sources every morning, 205 of them in Ontario, and sends you only the postings that match your trade and service area.
No. That is the actual problem. Ontario has no single mandatory portal for municipal work, so a contractor bidding across even two or three cities is checking several unrelated websites, each with its own login and its own notification settings. The postings are public; finding them is the work.

The City of Calgary posts its construction work on the Alberta Purchasing Connection and SAP Ariba, and the Alberta portal's robots file turns away every automated reader except four search engines. BC Bid does the same. Quebec's SEAO is French-language, and SIGNAL's trade matching is not yet. Those gaps are named here rather than papered over.

It reads the public tender portals with its own name and a contact address on every request, and it honours the rules each platform publishes. Where a platform's robots file says no, SIGNAL does not go, which is why a handful of closed portals are deliberately absent. Nothing here depends on a scraped login or a spoofed browser, so the access cannot be taken away.
